Legal Action Against GHAAC
The Court of Appeals will determine whether the individual GHAAC members should be parties to the lawsuit, based on their failure to follow GHAAC Bylaws and the County's lack of involvement in how they are appointed to the GHAAC, or whether only the County should be a party.
The Court of Appeals will also determine whether the GHAAC may be subject to claims for violation of Washington's Open Public Meetings Act RCW 42.30.

2010 Road Projects in Hansville/Cliffside
Project: June - October 2010
Cliffside Road Improvement Project
(NE Hood Canal Dr.to NE Little Boston Rd.)
Widening and realignment of Cliffside Road.
Start date: June 1, 2010
Project length: 90 working days.
ALERT: Cliffside Road will NOT be closed during construction, as reported in the Greater Hansville Log and the Community News. See Traffic Impacts section below.
What: Our Cliffside Road Project is a widening and safety improvement project.
Where: The western limit of this project is the intersection with Hood Canal Drive and the eastern limit is the intersection with Little Boston Road.
How: The project will widen the existing pavement to create eleven foot lanes with four foot paved shoulders. The project will also correct one substandard horizontal curve and one substandard vertical curve in the eastern portion of the project where the road alignment will be revised to make Cliffside Road the thru route to Hansville Road and the Little Boston Road intersection will become stop sign controlled at Cliffside Road. Stormwater improvements will also be included with the construction of this project. These improvements consist of the construction of improved stormwater collection and conveyance systems, an underground stormwater detention tank with treatment vault, compost amended vegetated filter strips and a stormwater detention pond in the vicinity of the Little Boston Road intersection. Utility relocations are also required to construct the widened pavement section.
When: At this time we have selected a Contractor for the work but are still finalizing our contract with them, so I don't have a specific start date for the work. I expect the Contractor to start work the first part of June with and estimated completion of early October. In the near future, we will place signage in the project area to alert motorists to the impending construction. - Dick Dadisman, Kitsap County Public Works
NEW Traffic Calming Island
In response to a Greater Hansville Area Advisory Council (GHAAC) letter on behalf of Cliffside's concerns for speeding and unsafe driving, installation of an island was added to the project. The island will be located at the top of the hill above Bridge View Drive. The island will be 8 feet wide at its widest point and a little over 100 feet long. It will be placed in the center of the roadway and is intended to slow speeding vehicles as they approach the downgrade to Bridge View Dr.
Traffic Impacts
Construction of the Cliffside Road Improvement Project will occur "under traffic". What this means is that there will be no permanent or long term road closures or mandatory detour routes. The Contractor will use flaggers to allow traffic to pass through the work zone with the least possible inconvenience or delay. To accomplish his work the Contractor will be allowed to close one lane and use flaggers to move traffic around the work zone. You can also expect typical construction delays of 15 to 20 minutes depending on what work is being accomplished, such as placing underground storm pipes across the road. It is highly recommended that drivers consider alternate routes to avoid this area, if possible, during construction of this project.
